    Is it legal to loan a friend from out of state a pistol to use in a match located in MD?

    That is incorrect information. A HQL is only required for purchase.

    This has been beaten to death, but I'll summarize.

    Purchase--OK, that one's pretty clear.
    Rent--doesn't apply here, but involves removing a firearm from the premises
    Receive--Legal definition regards transfer of ownership, not usage

    Loaning firearms--even handguns--is well-established in MD law, even before FSA13

    You cannot gift a firearm without an FFL to someone who resides in a different state.
    You cannot loan someone a firearm who lives outside your state of residence unless they are there with you and only for sporting purposes.

    #2 Border State is NOT in the LAW. Any State FFL can transfer Any Rifle or Shotgun to Any resident of ANY State as long as sale is legal in Both States.

    1) Border state requirement went away in 1986 (Firearms Owners Protection Act). But you can only buy a long gun outside your state of residence.

    2) You cannot transfer ANY firearm to someone who resides in a different state without the transfer going through an FFL. And the recipient needs to be physically present at the FFL to accept the firearm.

    3) Not true. Nowhere prohibited in the law.

    Incorrect. Never has been.

    Gun Control Act of 1968 limited purchasing outside your home state to long guns, and only in adjacent states, IF your home state specifically allowed you to do so. The only state that did NOT allow that, was Delaware.

    You could also purchase a long gun in any state, IF you had a legitimate NEED, say on a hunting trip and your rifle broke and was not repairable in the time frame. However, a written notice that you purchased a firearm out of state was supposed to be mailed to the sheriff of your residence.

    Firearms Owners Protection ct of 1986 removed the adjacent state restriction. You can legally buy a long gun in ANY state, as long as the purchase meets the laws of both the location of the sale and the state of residence of the buyer.

    This last part is why you could not buy regulated long guns outside MD. But you can buy non-regulated long guns. I have done so several times.

    Thanks for the clarification.
    So you can for example purchase a long gun that is allowed in Maryland in Texas?

    So for example you can loan a gun to member of your family in another state?
    How does this stack up under the current handgun licensing.
