Hey guys I purchased a stripped lower prior to 10-2013 and waited more than
73 days for the paperwork to clear before the State caught up.

Now I'm ready to do the build but my questions are this.

1 What did the State Police register a stripped lower as? Restricted, Pistols?

2 To do a build do I need to do a H Bar, or can any configuration work, because it was prior to the cut off. I'm a little behind the curve on the laws
so I thought I would reach out here.

I searched but did not know exactly where to look.

Any info or links would be appreciated.

    Thanks
    Rich

1). It should say on your paperwork. Pistol/rifle/other. Hopefully "other".

    2) any configuration should work if you possessed it before 10/1/13.

Should be registered as "other". You can build a normal lightweight upper, a pistol and/or an HBAR. The only restricted configuration for you is an SBR with an OAL of less than 29" (unless you build it as a rimfire)
