    IIRC constructive possession comes in when you have the parts to make it an SBR. Don't keep an extra stock/buffer tube laying around and you should be okay. ]Build as a pistol with pistol buffer tube and grab the stock after the stamp comes back, this way you can at least test the rifle before/during stamp acquisition.

    Pretty much same principal with stripped receivers.

    It’s great that someone can have more than one SBR upper for a single NFA AR receiver but I have too many parts and stripped AR lowers to feel comfortable with that. I’d consider it if every single Title I receiver I have was attached to a 16+ inch upper. Otherwise just doesn’t seem worth the trouble.

    I can't provide cites, but I have heard 2nd hand accounts of prosecutions for constructive possession. Not worth the possible prosecution IMO. Put the parts or separate the upper or lower until you have your stamp in hand.
