Barry was crooked as the day is long, but he never lost sight of the people he was serving. He took care of "the little people" and they not only overlooked his corruption, they celebrated it.

Some of my co-workers were talking about all the good Barry did for DC and how the FBI probably set him up since they couldn't stand the idea of Barry getting kids out of the drug trade and hurting their stats.
