NATURE OF WORK:
This is skilled work involving the safe and proficient operation of construction equipment,
providing routine and minor service and maintenance to equipment, performing skilled and
unskilled tasks when not operating equipment, and directing the activities of a crew of
laboring and/or motor equipment personnel when assigned. Work is reviewed by
observation of results and through observation of equipment condition.
EXAMPLES OF DUTIES:
(The following examples illustrate the work performed in the positions in the
class. Positions may require some or all of these examples depending on the
organization of work within the department. The list is not inclusive. A position may
require related duties not listed, if necessary, to accomplish the work of the
department.)
1. Operates all pieces of equipment proficiently to include: 973 track loader, 921C rubber
tired loader, 826H compactor, 710-A grader, 7600 and LT9513 tractors, 7400 and
7600 roll off trucks, D8, 850K and 550H dozers, 350D LC track excavator, 190D
rubber tired excavator, 350D dump truck, 1000 tub grinder, 4700 and HG 6000
horizontal grinders, 16 and SPB718 windrow turners, 839 trommel, ACRO and
PRESVAC leachate tankers, and BW212 vibratory roller, and other construction
equipment.
2. Adheres to applicable safety rules, regulations and Comprehensive Operations and
Maintenance Plan.
3. Directs the activities of other workers when assigned to the area where equipment is
being operated.
4. Visually identifies unacceptable items that may be inadvertently delivered and
unloaded by customers, and removes if (if possible) from the work area. Notes what
item is and notifies supervisory personnel before burying or processing.

5. Performs duties equal to or below this classification when not operating vehicles or
equipment.
6. Services and checks equipment and makes minor repairs and adjustments as
necessary.
7. Performs work assigned from work orders; completes job sheets, time sheets and
installation cards.
8. Assists in snow removal and is on 24-hour call during snow storms and other
emergencies.
9. Participates in departmental on-the-job training on construction equipment.
MINIMUM QUALIFICATION REQUIREMENTS:
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough operational knowledge and skills of construction equipment listed. Ability to
operate assigned equipment safely and efficiently; to understand and carry out technical
instructions applicable to the operated equipment; to read and understand the applicable
operator's manuals; to perform minor service and maintenance in accordance with such
manuals to assure maximum operating efficiency; to pass qualifying examination on the
type of equipment for which application is being made; to maintain production and
maintenance records; to train and oversee the work of others; to interpret grade stakes and
prepare simple reports, where applicable; to follow directions.
EDUCATION:
Possession of a high school or vocational-technical diploma or GED Certificate.
EXPERIENCE:
Three (3) years' experience in the operation and care of construction equipment OR one
(1) year of experience at the level of the County's Equipment Operator.
LICENSE:
Valid unrestricted CDL Class "A" license with tank vehicle endorsement with no more than
three (3) points. Valid CDL Class "A" driver's license with "O" restriction with no more than
three (3) points acceptable for job entry, but must obtain unrestricted CDL “A” license with
tank vehicle endorsement within six (6) months of appointment to position. Please be
advised this position requires a valid driver’s license. Your application will not be

SAFETY:
Must comply with Harford County's Safety Manual.
QUALIFYING EXAMINATIONS:
Candidates for positions in this class must pass a performance as well as a written or oral
qualifying examination pertaining to construction and maintenance equipment as
determined by the Division Chief and where applicable, a written or oral qualifying
examination of their ability to interpret grade stakes. The results of all examinations will be
used as the basis for determining whether or not a candidate meets minimum qualifications.
NOTES:
1. Selected candidates for positions in this class will be required to undergo random
drug/alcohol tests.
2. Positions in this class are considered critical for snow events and county-wide
emergencies.
