question:
you need to live fire to get a HQL
and you need a HQL to rent a gun
and if a gun is handed to you in training which you paid for, aren't you then renting a gun without having a HQL

On a different note, as stated upthread, it provides a chargeable offense for the AG or the MDSP in case they want to go after an FFL or firearms owner in the future and they have a record of a non HQL transfer post Sept 30.
The HQL for renting of a handgun is for off premises only. Meaning if you rent a gun, take it away from the location of the rental, then bring it back. Kinda like how you rent yard equipment.
You can go to a range, rent a handgun at the range, shoot it at the range without the HQL.
I'll take bets the anti-gunowner crowd will sue MSP over this turn of events.
Back in the 90's, CA DOJ was sued over extending the "assault weapons" registration window, and the antigunowners won. The CA extension was due to a backlog. Anyone who registered their firearms during the extension had them confiscated after the court ruling.
I am still puzzling out how such a court victory against MSP would play out. Maybe a court order to refuse post-10/1 77R forms that do not include the HQL info?

The MSP might not arrest someone now, but what is to stop them 6 months from now? The county or city police could arrest someone on the spot com 10/1 for receiving a handgun without a HQL.
