Kentucky does checks on their CC permit holders every month, hence the surge... in numbers. They're an outlier.

No, they do the NICS instead of dealers for firearms they regulate.

Huh? It's just who's calling it in that's different between regulated (MSP) and unregulated (FFL).

I will clarify my thoughts.
I highly doubt that the Nics check that msp does for a regulated firearm shows on this report.
