    Federal law forbids the sale or transfer by a licensee of a firearm other than a Long Gun to someone under 21. A Frame is an other.

    Thats what I figured Nate thanks for the actual answer. I didnt want to put it in my name with the way laws are and have to worry if down the road he will be able to take possession of it.

    Uhm not sure where the issue is? If your son wants to build it, just buy the stripped lower in your name, let him build it while you are around. And then give him the completed long gun as a gift (assuming you are going to build an HBAR 5.56.) Be honest on the federal form that the receiver is going to be a gift. Only takes maybe an hourish to build a stripped lower. You could build the upper and even have it ready beforehand....
