Only one thing missing: the lower *MUST* be transferred to you as "Other", not handgun, not rifle. If it is transferred as a pistol, you must have the HQL. If it is transferred as a rifle you CANNOT build it as a pistol.

Wait, so you can still buy lowers and legally build them into rifles post Oct. 1st? Does that mean I can still complete an 80% lower to build into a pistol at this point or is that still a no-no?

    Yes.

Lowers are legal "again" according to MSP. Although they will make you fill out a 77R to buy one, you do not need an HQL. If you buy a lower that is transferred to you as "O" you can build it into either a pistol or an HBAR rifle legally.

If you build it into a pistol FIRST you can later change it to a rifle (HBAR ONLY for post Oct 1 lowers) and back to a pistol.

If you build it as a rifle FIRST it is a rifle FOREVER and must stay a rifle. (Again, HBAR ONLY for post Oct 1 lowers.)

Same applies to an 80% that you finish yourself, except obviously no 77R. You may build it into any legal configuration (ie a pistol or an HBAR rifle) and if you build it as a pistol first you may later convert it back and forth from pistol to rifle, but if you build it a rifle first it must stay a rifle.

You can also do an SBR.

Build pistol, apply for tax stamp, get tax stamp, add shoulder stock, SBR.

'Shoulderable stock' is what separates it from a rifle and no, there are no barrel restrictions of any kind. You don't need to file any paperword beyond which you filed when you bought the stripped lower.. that is enough for them.. for now...

So theoretically, one could build a "pistol" with a Sig brace and a 16" upper? :innocent0

    Yes. But why?

If you are going to 16" barrel, you can put a stock on it.

If you don't want to use a heavy barreled upper, I suppose this is an option. But since you can have pretty much any barrel length at that point, I'm not sure why you'd go with 16".

    Yes. But why?

If you are going to 16" barrel, you can put a stock on it.

If you put a stock on it then it becomes an AR-15 rifle which is banned in Maryland. Buying a lower requires a 77R and if it ever found out you put a pencil barrel on it and a stock - you're gonna have a bad time.

But why put a 16" barrel on it to make a pistol?

What does that accomplish other than a HUGE ungainly pistol?

Why not put a 7.5", 10.5", or even a 14.5" barrel on it.

combine it with a "not a stock"

And considering that Form 1 approvals are coming back as quick as 22 days, no reason to not just SBR the thing. :)

True, but not everyone wants to do the paperwork or pay $200.

Fill out one piece of paper every year for the places you normally go.

And you can always change to a 16" or longer upper if you take it somewhere.

No paperwork these days, it is online. :)

$200 is peanuts compared to the price of the rifles.

But still, a 16" barrel "pistol" makes NO sense.
