    Delegate Schulz has been busy. One allows a MDSP Qualified Handgun Instructor to have an HQL to purchase. The casing one is interesting. I don't think they have a data base and that would mean a heck of a back log to put in and I don't think have the cash to implement. Lots of fify gallon drums with casings to pull out, scan, and put in the system.

    I only glanced at these, but it looks to me 39 is a repeal of the casing requirement... no?

    This bill scaps the entire shell casing requirement. The entire section is repealed.

    I would like to either repeal the casing (best option) or force MSP to catalog the casings and when they come back with "we can't" then you can scrap it.

    It's one of the most useless parts of all the dumb laws we have.

    Explicitly allows an FFL or secondary seller to conditionally release a regulated firearm to a buyer after 7 days if the MSP hasn't responded back to the application. The conditions are that either the FFL or a law enforcement agency has done a NICS check and received an ok response. If after the release, MSP comes back and says disapproved, the seller has to "promptly" notify the buyer to return the firearm within 10 days or the MSP is to be notified. At that point, MSP can go confiscate it.

    Exempts a qualified handgun instructor from having to get an HQL to purchase, rent, receive, etc a handgun. It also changes the HQL from a may issue to a shall issue.

    Creates an exemption to the FSA2013 wherein one can replace a lost or broken "assault weapon" that one lawfully owned prior to the FSA2013's passage. However, the replacement must be registered with MSP.

    Ensures that people who use a firearm in the commission of a crime serve the whole sentence and ensures nothing less than a mandatory minimum is imposed.

    Nice stuff. If it gets out of the chairman's desk drawer, it might get voted on. Didn't get anywhere last time around.

    They all might get voted on. But does anyone really think they'd get approved? In the House of Delegates the Dems still have a 2 to 1 advantage. These are mostly the same people who brought us the FSA 2013.

    Some easy wins may come to be. This past election was widely seen as a taxpayer revolt. Things like the shell casings requirement are difficult to defend in that climate (total waste of money and impossible to dispute with any shred of logic).

    ^^^^^This. There won't be a directive from the top to stop this stuff.

    Maybe even the opposite. We can hope.

    While the FSA2013 isn't going to be repealed outright, given the new environment it is possible that things can be tweaked along the margins. I see all of those bills as just that. Good stuff; maybe some of them can happen.

    To add to the level of "interesting" there are now enough Republicans in the house, that if the caucus wanted to, they could petition a bill out of committee.

    What does this mean to the public? Anything that is Desk Drawered, could be petitioned out to be voted on by the entire House.

    How does that help us, when the Democrats still hold the majority? For the first time in a long time, we can get an actual look at how Delegates feel about issues, and then hold them accountable for that actual vote. It gives us a form of leverage we have not had in quite a long time.

    Just food for thought.
