I know the barrel needs to be sent to a FFL dealer but do they need to be registered it with the MDSP?

Do I need a HQL to acquire the barrel?

The barrel is for a Ruger MKII.
    The barrel is 6" long.
The barrel has a serial number on it.

    Thanks for the help.

The barrel is screwed into the part (receiver) which has the serial number on it. Most of the units sold are barrels already screwed and fitted to a new receiver. That is because it can be a PITA to change barrels in the original receiver. Most likely cost effective as well.

Why would a barrel have to go through FFL?

In the Ruger Mark series of pistols, aftermarket suppliers sell the whole barrel/receiver as a single piece and that is where the serial number lives.

To the original question, does he need a HQL? This is MD so logic doesn't have anything to do with the correct answer. I'd call the FFL
I wouldn't be surprised if he does need one.

Yes even in WV it is FFL. Recently built a FrankenRuger out of a combo of VQ and TacSol parts. Currently only the bolt is a Ruger and that will soon change also.

A barrel and a barreled receiver are two different things. One is considered a gun part and the other is a firearm.

Looks like they may just be machining the whole assembly from a barrel blank. Heck, might as well, no one separates them anyway. This would mean they are manufacturing a receiver...FFL needed. It just happens to have the barrel integral.

OP answered his own question by saying barrel had to go to an FFL. On the Rugers the upper are the registered part so an FFL and HQL would be needed. It's "possible" but highly unlikely that it is only a barrel. But like OP said it needs an FFL so that's the answer.

First, what you posted is "The LLV barreled receiver". Second, on the Ruger Mk... the upper receiver is the fire arm (serial part). Thank the feds for that. But on the bright side, you can buy the lower without an FFL.

So, yes in Maryland you need the HQL. If you just want a barrel look at fleabay. So deals an steals.
