    I know they use starter pistols at track races, etc. here in Montgomery County...not that that is an indication of legality or anything, but just anecdotal reference.

    Did some more Internet searching. Found an old thread here on MDS that addresses the same question:

    Apparently in Walker v State of Maryland, the Court of Special Appeals of Maryland ruled that a starter pistol was only a firearm if it also met the other criterion, that it "expels, is designed to expel, or may readily be converted to expel a projectile by the action of an explosive". So, a starter pistol may be a regulated firearm (but probably isn't), based on the case law and the MD AG opinion.
