    If someone moves to MD with an AR in HBAR configuration and registers it as a regulated AR (because the law is confusing), can that person legally put a non-hbar upper on it? Assume the gun was in HBAR configuration prior to 2013.

    Similarly, what if someone was moving to MD and owned an HBAR, would it be too late for them to swap the upper over to non-hbar prior to moving, or is the MD rule "you are stuck with what you had in 2013 no matter what state you live in"?

    I think the real question is: Do you want to register a rifle with the state police, that does not need to be registered? You can buy/sell HBAR's privately cash and carry. No registration or paperwork required. If you want to register your rifle as a standard "assault long gun", I don't think MSP would have a problem with it. And you could then use whatever barrel you want on it. Do you own other firearms that need to be registered or planning to buy any after you move? If not, maybe it's better to stay under the radar.

    I suspect that most people who have an AR likely have at least one pistol too ;) So if the AR was registered as an 'Assault Long Gun', then you could swap whatever you wanted on it?

    When was it purchased?

    If purchased on or after 10/1/13, NO you may not put a non-HABR upper on it, while in the state of MD, in either case.

    If purchased before 10/1/13, the answer is maybe. MD will now allow a pre-ban lower to be built as a non-HBAR. But conventional wisdom is that if a rifle did not exist as a non-HBAR prior to 10/1/13, it cannot become a non-HBAR rifle in MD now. MSP has not addressed pre-ban HBAR rifles, only pre-ban lowers.

    As noted above, it was purchased (long) prior to 2013. Two different people, two different views.

    The law is obviously well written.

    The purpose of this law is to throw otherwise law abiding citizens in prison for displeasing their masters. No felon who was arrested in the commission of a felony will ever be charged solely under this law. For them this law is the source of those piling on charges that are just piled on to their real crime in order to make the punishment they face seem greater in the eyes of the press, the charge will be then be dropped as part of the plea bargain.

    Not a pistol. You can SBR it though.

    I though the purpose of the law was to get O'Malley elected POTUS, and generally to allow the legislators to strut and posture.

    Pretty much nailed FSA2013's true purpose there.
    Thankfully, it seems to be working just as well in that effort as it is in all the crime fighting and life saving it was supposed to do.
