Does a frame require an HQL?

    Short answer is no. Long answer is that it depends on who you talk to.

    Legally the serialized part is the firearm, according to federal law. As such, because there are no features on a stripped firearm, it is considered "Other" on a 4473. As such, by that definition, a stripped frame for a 1911 can not require a HQL for purchase, because that frame could be used as the base for a 1911 style rifle.

    You can poo-poo the logic of what I said, but people do put Glock frames into a rifle "upper" to create a Glock style rifle. Case in point in the image below.

    there was discussion earlier in the thread about awaiting an official response from msp
    my bump was just to see if anyone had heard anything yet

    They will not give one at this point, unfortunately. A 77R for a frame of any type does not require an HQL and MSP will now process them without an HQL, but are sticking to them being "Regulated Firearms" some how that need to be on a 77R.

    Got to love it when MSP makes up rules as they go. By the way how is it going carrying your laminated employer letter and work keys with you every day, LMAO
