    Federal law in this case will trump state law and you need to go through a FFL in each other states for handgun transfers. I believe the KY law states that Federal laws must be followed as well and in this case Federal law dictates you use FFLs to transfer the handgun. Now if you were both residents of KY, that would be a different story. But is sounds like in this case you are talking about residents of different states.

    Handguns in MD state MUST go through a FFL.

    Long guns are Face to Face of you're both residents of MD.

    Selling any firearm out of state must go through a FFL the buyer is legally allowed to use. Keeping it simple - the FFL should be in the buyers state, but not required if they are allowed to purchase firearms at a FFL out if state.

    The seller does not need to ship from a MD FFL to out if state FFL- however some FFLs will only accept shipments from other FFLs.

    Finally - every time a FFL enters the firearm in their book- it's likely going to cost $.

    Short answer for OP , just the same as if you were purchasing a handgun from out of state.

    But state to state handgun transfers MUST go through an FFL in the buyers state. This is Federal law.

    Long guns can go through an FFL in any state, although the transfer must conform to the laws of both the state where the FFL is and the state of residence of the buyer (so no MD resident buying a banned long gun out of state). Also, the buyer must be physically present to take possession of the long gun.

    As has been mentioned, some FFLs will accept transfers from individuals (walk in or shipped) and some will only accept them from another FFL.

    If you are going to ship a handgun, look CAREFULLY at the rules of the shipper. USPS only accepts handguns from licensee to licensee. FedEx and UPS will accept them as long as one end of the shipment is a licensee, but they must be send overnight express.
