    Just moved to MD (yes I had to, for a couple years) and was wondering of the legality of buying a 80% lower, finishing it, and sticking a HBAR barrel on it? Also what exactly is considered an heavy barrel? Is an SPR barrel from Rainier Arms considered an HBAR since it doesn't have the GL cutout or whatever?

    As of right now, being marketed and advertised as a "heavy" barrel seems to be enough if you are going by what MSP and the expired AG have stated. Just have to remember to always keep a heavy profile barrel on it and not a standard profile otherwise you are manufacturing an illegal configuration... 0-o

    Yes, you can buy an 80% lower, finish it and stick an HBAR bbl on it legally. Marketed, advertised or marked as hbar/heavy should be adequate... there is no clear definition of HBAR in MD... lol

    Would a non mil or LE civilian be able to legally purchase a 100% finished lower if he put a HBAR upper on it?

    Yes... as long as you are legal to own it, you can buy a stripped or complete lower and build it into an HBAR or pistol configuration

    Now... To find a dealer that will ship lower receivers to MD.

    And an FFL that will put it on the correct form.

    Duffy's had a ton of stripped lowers in stock on Saturday.

    So they are still regulated in MD, or cash and carry? So confused. I though there were no more regulated rifles in MD anymore. What form would they be on?

    Stripped AR15 lowers are a special case. They require the 77r.

    Budgunshop.com will ship lowers here as well. I just picked up an Anderson a few days ago.
