If you look at the website, nothing has been awarded since 2013

They are probably resume shopping, to use those resumes for proposals. They do not have to hire the people, whom the resumes came from.

Their website is not up-to-date. They have been awarded contracts. There will be news next month, that's for sure. Right now, they're on a few joint ventures that will definitely have them hiring.
