My best friend passed away last week, leaving a handgun to me. He and I both can and do legally possess handguns, and are both MD residents. I do NOT have the new HQL required by the new law (SB281), but I did complete the older Firearms Safety Training Course from the MSP in 2013. I've read that transferring ownership simply requires filling out some paperwork at the local MSP office, but those threads were old. Is that process still correct with the new gun law? I'd prefer to avoid getting the new HQL, but am willing if that's required to take possession of the firearm. Thanks!

If the firearm falls under C&R rules, you won't need the HQL.

The gun is not C&R. OK - I guess I'll have to give in and get the HQL. Will I need a death certificate? What other paperwork is required?

The Representive (aka execetor) of the Estate will handle all that. The Estate will be the Transferor , and you will be the Transferee.
