    I just read the application and it appears that you don't have to be a resident of DC to get a CCW. Capt. Kate has said she won't enforce the G&S part of the app so, up front, it looks good to go.

    Am I missing something?

    Yes, there is more than a good chance that DC will appeal to the DC Circuit and ask for a stay of the order. In that case everything would remain as it was before Scullin ruled. No way am I doing anything until DC decides what to do. An appeal almost certainly means nothing will change for a while.

    As a MD resident working in DC I have concerns about errant spent rounds ending up in my vehicles or my jackets and such. While I wouldn't be seeking a DC CCW permit, can anyone explain what the DC registration thing is? Would doing that save me problems if for some reason any ammo or spent rounds ended up showing up at the wrong time during a traffic stop or something? Thanks.

    I see three distinct classes of gun registration for firearms

    1. New purchase of a gun for a DC resident.
    2. New DC resident moving into DC with previously owned firearm
    3. Registering a gun when a non resident applies for a DC CCW.

    I see no provision for a non resident to register a firearm if not applying for a CCW permit too.

    But IANAL. Maybe one of our DC LEO's can comment.

    I'm not applying right now, however, I would if I knew that the DC Circuit was denying the stay and they were going to move at their usual snail pace. This would give a very nice window to get in the door. I would also want some kind of public statement by DC that all self defense permits issued within that window wouldn't be yanked but at least allowed to run the 2 years until expiration.

    which is why I'm waiting. who knows what the Circuit or DC will try. DC's intransigence is legendary

    I wouldn't put it past them to wait until the deadline to appeal, to suck money in from new apps first.

    totally agree. their behavior can be treacherous.

    No way I'm doing anything until it's in writing. Lanier and the politicians are not to be trusted.

    A non-resident could start a private security company, or private detictive business, and said enterprise could register a "suitable" number of weapons to reflect their number of clients/ contracts, and employees thereof. But this is not an easy workaround to cover having insurtance about stray rounds.

    It would take a seperate lawsuit, but the time is ripe to reopen the process for new applications for Ammunition Collectors. ( Existing Ammunition Collectors from mid '70s were Grandfathered.)

    Here is what the MPDC CCW instructions say:

     If you are requesting an exemption to the firearms training course requirements, Section 2336.3 of
    the regulations requires you to provide supporting documentation, such as:

     Firearms training provided by the National Rifle Association
     DD Form 214 if it shows special training for marksmanship
     Retired law enforcement officer credentials
     Hunting license
     Armed special police officer license
    No one is exempt from the law portion of the training. You must take that portion from a DC certified instructor. DC residents take the course from a DC certified instructor or provide proof of training as above as I understand this. If the MSAR instructor is DC certified, you're GTG.

    I am not a certified instructor so you can contact one to get all the info.

    “Granting an administrative stay would minimize unnecessary disruption and confusion,” wrote D.C. Attorney General Karl Racine, noting that if a later ruling were to overturn the injunction, any concealed-carry permits issued during that time might have to be withdrawn.

    It looks like they asked Scullin for the stay. He could deny and then they would go to the Circuit for a stay as I read this. Is this correct?

    I applied the Wednesday after the G&S was initially overturned (was that last week, or two weeks ago???)

    It's only $110 to apply (application and fingerprints), you have 45 days to get the training once you've been approved...

    I was one of the MD 365, but I wound up getting a limited business G&S (not what I wanted, but it was something...)

    Hell, it it really screws up their application #s, lowering the approval rate, it's a plus. Maybe I'll be one of the future plaintiffs if I get denied...
