    My neighbor is a convicted drug dealer and has numerous assault convictions to go with. He's had Illegal carry of a handgun nolle prossed twice.

    That doesn't surprise me at all. I have a neighbor that's had 8 Nolle Pross'd charges in a row - spanning 4 separate incidents.
