I have a friend who is a prior VA resident. His father, who also lives in VA, gave him a handgun a couple years back. The transfer was not conducted via FFL - pretty much just word-of-mouth. He left it in his fathers possession....and fast-forward to today, he wants to bring it into MD. I told him to hold off and talk to an FFL...but now I'm curious what he's up against.

If they were both VA residents when the transfer took place, it was a legal transfer. Now that he is a MD resident he now has to register it with MSP.
