    So......what do you suggest?

    I have firearms previously purchased as regulated in MD. And lowers not purchased in MD.
    I suppose I could HBAR the lowers.........or just slap uppers on them with breaks....

    If it were me, I would ask, via email, MSP Licensing division what the penalty is for failing to register as a resident. They were, at the original dealer meetings, stating that the legislature failed to impose a penalty provision for failing to register.

    They should say there isn't one, and if they say there is a penalty, you have some options after that.

    There is no penalty in the law but it might be subject to confiscation

    Like the fired shell casing law, and straw purchases, I'm guessing that the MSP will have a very poor record of actual convictions.

    MSP makes the arrest, the AG brings charges and works for a conviction.
