View Full Version : Non-Resident Pa. CCW Permit

I've been looking in to getting A Pa non-resident permit (I have the Fla. permit, just thought it might be easier to carry in Pa with a Pa permit).
I had read on some boards that if one has a Fla. permit they could get a Pa permit as the P.R.o.Md. is, for all purposes, won't issue. I emailed the Sheriff of Adams County and he replied that in his three year tenure, no one from another state has been isuued a permit unless they had a carry permit from their home state.
In York County, per their CCW website, non-resident must have property, conduct business or have family in York County.

Anyone have any recent experience getting a non-resident permit as a Marylander while not holding a Md permit?

I've heard for the most part a Marylander can not get a non-resident PA permit unless they also possess a MD permit. There have been known to be a sherriff here and there than would do it but not many. Hopefully someone on this board could point you to a friendlier chief law enforcement officer.

If you are a Maryland resident you must have a Maryland permit to get a non resident CCW in PA.
However, with the FL permit you're good to go. The PA Attorney General posted this notice on his agency's website clarifying this issue some time ago.
Note: It has come to the attention of the Office of Attorney General that there has been confusion over the applicability of Pennsylvania's reciprocal privileges with regard to the residency status of an individual who has been issued a valid license/permit. It is the position of the Office of Attorney General that recognition within Pennsylvania is based on the issuance to an individual of a valid license/permit by the reciprocal contracting state, and not on the license/permit holder's place of residence.

My PA permit was issued by the Center County Sherriff. You have to have a carry permit from your state of residence to get a PA permit. Go with Florida the reciprocity is clear.

I spoke with the sheriff for a while and did a lot of reading on this when I got my PA resident permit (york county).
The rules and law as far as who "shall be issued" a permit and who can't have one are part of the statewide pre-empted uniform firearms act. How to issue the permits (forms, cost, etc) is handled by the county sherriff, or chief of police in some places.
The law basically states that if your state of residence issues permits (MD, CA, and NY technically do) you must have a permit from your home state to even apply for a PA permit. Thing is that PA will issue a permit and lots of times they just pass them through the system without doing a complete check (I don't know anyone who had their 2 references called), and the few that do slip through the cracks may be revoked at any time without warning. You have all the same carry rights in PA with a non-res FL permit that I do with a PA residents LTCF, there is really no need to get the PA permit also. In fact WV is the only state that I can carry in now (PA non-res permits still don't count), and couldn't on the Fl non-res permit, however there are about 6-10 states that I need the FL permit to carry in, Delaware is the most important
