Have a quick question I was hoping you all could help with. Is it legal for a MD resident to sell a regulated firearm to a DE resident Face to Face if the firearm is not regulated in DE?

Interstate transactions must go through FFL.

If the FFL the buyer picks allows it, you could drive up to DE and hand the gun to the dealer, so he could log it in and then start the transfer process.
