At my college, I am in a criminal justice club and we try to do different activities that are related to criminal justice. I offered to look into a shooting trip. Most of us are in Montgomery County, but I expect we will have to drive a good distance for this. Here are some things we would be looking for...
Time would preferably be a weekday afternoon, or Friday, since there are no classes on Fridays.
Some kind of basic firearms instruction before shooting since some people might not know how to properly and safely handle firearms.
Rental guns would probably be helpful.
I was told there could be up to 40 people, but I highly doubt there would be more than 20.
What places might be good to look into for this? The location doesn't matter because I know Montgomery County does not have many good options.

Cresap would be nice to do this at since it is somewhat close and I go there a lot. Those classes offered are multiple days though? We were looking more for mainly a shooting event though, rather than a full class. Of course they would have to be instructed before shooting. I didn't expect Cresap would be available for something like this, but if there are some options I would be interested. Thanks for the information!

If there aren't places that give a little instuction, we could even possibly just do a smaller informal shooting event where I (along with others who know about firearms and safety) teach them. If there are ranges open on a weekday, and don't normally have too many people there at one time, that could be an option. If anyone has any suggestions, let me know. Thanks!

I'd call On Target in Maryland, and Silver Eagle Group in VA. Both can accommodate the size of your group, and both have a wide selection of guns to rent (although Silver Eagle also has a couple of cool rifles that you can rent as well).
If you're looking for assistance (or assistants), I'm sure that you could find a couple of volunteers to go along, assist with safety briefings, and even share a handgun or two with the crowd. Specifically, if you could do it on a Saturday, I'll be glad to come along, help with the basic briefings, and pair up with people as needed to make it a good shooting experience for all.
